District Plan Provisions

The Titahi Bay residents would like to have a district plan that enables sustainable and environmentally friendly development with sensible height and density restrictions. They hold strongly to the view that no variation should be approved without notification to neighbors.

Dislikes

 

• No special recognition of proximity to the beach
• Lack of notification of contentious planning consents
• No special recognition for the shops
• Building encroaching on views
• Loopholes in the district plan
• Lack of control over siting of utilities such as cell phone
towers

 

Opportunities

 

• PCC review of suburban zone
• Potential for a special zone for Titahi Bay
• Possibility of utility upgrades
• Potential to feature the Bay as a living example of much
of New Zealand’s social history

 

Concerns

 

• Lack of specific zoning for shopping centre and commercial
businesses
• Fear of high rise or resort style beach development
• Perceived lack of enforcement of district plan
• Lack of appropriate schedule for protected buildings and
sites
• Lack of control over siting of utilities

 

Proposed Actions

 

Aim to ensure all resource consents are notified in writing to surrounding neighbours.

 

PCC to consult with Titahi Bay residents when reviewing the suburban zone, in particular concerns regarding notification, site coverage, height restrictions, the beach and recreational facilities.

 

Aim for any item that falls outside the expressly permitted rules of the District Plan to be publicly notified.

 

All loopholes in the District Plan to be closed.

 

In particular, ensure all utilities such as cell phone towers require resource consent.

 

Ensure there is enforcement of all District Plan rules.

 

Residents to work with PCC and other specialists to create a schedule of heritage and protected    buildings and sites.

 

Continued placement of utilities underground.

 

Improve consultation to avoid controversial issues.
